Where lies the source of clout?

The best position from which to influence a particular culture is teetering on its border, barely outside & peeking inside. By occupying both positions, the fence-sitter renders the culture less particular, and thus more susceptible to (and submerged within) the waves of influence. And how to ride those waves?
